Mandatory and optional The BSCI offers European retailers a framework for long-term, stable relationships with suppliers as well as an opportunity to contribute to the improvement of the social compliance of those suppliers and to support them in their efforts. For suppliers it is important to know that the BSCI is aimed at long-term improvement, and the prevention of boycotts and market loss. The program also offers suppliers training and coaching to assist them in maintaining or improving of basic living standards. The BSCI provides minimum mandatory requirements for suppliers as well as offering optional ‘best practices’, such as SA8000 certification. Optional requirements also cover areas like policy, management review, control of sub-contractors and home workers. Because of this two-tier provision of basic requirements and optional extras, the BSCI is accessible for a wide range of retailers and suppliers eager to improve their social performance.
Monitoring The BSCI audit is standardised for all products and includes elements such as a site inspection, inspection of documents and interviews with management and employees. In the first stage a company has to carry out a self-assessment. After that the initial audit will be done. An audit will result in a social audit report, including the audit result and a possible indication of corrective actions. Based on the status of the company’s social performance, a corrective action plan will be scheduled. Then the second audit is scheduled and if more improvements are needed, a second corrective action plan will be made, followed by a third audit et cetera. The external audits are only done by independent SAIaccredited auditors. SAI is the organization that established the SA8000 certificate for best practices.
Advantages The BSCI provides an independent monitoring system that can be applied to many sectors and products. Compared to the many corporate initiatives in this field, the harmonised BSCI programme saves time and costs. For suppliers in developing countries, the two-step approach could be an advantage as well. The system defines minimum and optional extra requirements, so that companies with limited means can still fulfil the requirements of EU retailers. As the BSCI is already supported by over 50 European retailers in several European countries, its market impact is growing. In view of the trend among big retailers to prefer certifying their entire assortment at once instead of productby- product, it is likely that the BSCI will gain even more ground. |
